In recent years, smog pollution has become more and more serious. Its composition is mainly composed of dust, sulfuric acid, nitric acid, organic hydrocarbons and other fine particles (PM2.5) in the air, while volatile organic compounds (VOCs) are PM2.5 and ozone. The formation of important precursors is one of the important factors for the formation of haze.

Absolute emissions of VOCs are higher than those of SO2, NOx, and dust. China's VOC emissions have been ranked first in the world. Sources of emissions include industrial sources, civilian sources, transportation sources, agricultural sources, and industrial sources. Therefore, the industry's first batch of pilot fees and charges for the industry are located in the petrochemical and packaging printing industry, there are three main reasons: First, the absolute amount of VOCs emissions in these two industries is relatively large, ranked in the top three sectors of VOCs emissions. The second is that the governance technologies and equipment in these two industries are relatively mature, and the use of economic measures to promote emission reduction and governance in these two industries can be guaranteed technically. The third is that the output value of VOCs in these two industries is high, indicating that the added value of the products needs to be improved. Through the pilot projects for sewage charges, the relevant industries are forced to transform and upgrade.



VOCs govern the implementation of the concept of "prevention first, prevention and control integration", and advocate different sources of technology or means such as source control, clean production techniques, process monitoring, and end-of-pipe management. For packaging printing, green printing materials with low VOCs content are used. During the production process, recycling processes or optimization processes are used to reduce the amount of printing materials purchased, to enhance the tightness of the production space, and to install VOCs emission control systems to reduce emissions systematically. .

VOCs governance uses the total amount of VOCs emissions to calculate the charges, and the charging standards are higher than the VOCs governance costs to better play its role of economic leverage to achieve the purpose of rewards and punish fine. Assuming that the treatment cost of 1 ton VOCs is 10,000 yuan, if the company does not govern, it will charge 15,000 yuan to 20,000 yuan. The treatment cost per ton for the packaging and printing industry is RMB 26,200, which is the cost required to achieve a very strict and perfect governance. At present, China's VOCs charges have just started piloting, and companies may not be able to achieve such high control requirements at one go. Therefore, the charging standard takes a reasonable value within the governance cost and the scope of the enterprise.




The rewards and penalties for corporate VOCs governance are mainly the following: Are there end-of-line installations installed? If they are not installed or installed, they face severe penalties; whether the production environment is sealed and the organized emission management is implemented, and whether complete discharge management is established System; whether the discharge of waste gas is up to standard, including emission concentration and total discharge amount must be controlled within the scope of national standards. Enterprises that meet the standard will be given fee concessions according to the governance situation, and non-compliance companies will also double fees or be fined according to the actual situation. .



VOCs sewage charges have the following difficulties: Accurate estimation of VOCs emissions is the first problem to be solved. Although the packaging and printing industry gives a method for how to calculate emissions, the accuracy of emissions and the type of raw materials used by the company, process equipment and The level of control is closely related. There are many sources of pollution in production and unorganized emissions are the main factors. The calculation of each link is very complicated and less accurate. Secondly, the accuracy, authenticity, and completeness of the emissions reported by the company itself, and the local environmental protection authorities will review the declaration materials submitted by the pollutant dischargers. If it is found that the application materials are incomplete, the pollutant dischargers are required to make additional reports within a time limit.



Shanghai's VOCs governance fees are implemented in three phases and three levels. The first phase is the limited rectification period for packaging and printing companies. From the second phase, other printing companies such as books and periodicals and newspapers will also be included in the scope of rectification, that is, all printing companies. Standing on the same starting line, regardless of the size and type of production, VOCs governance should be given priority. Enterprises that meet the standard will enjoy preferential tax policies. Non-compliance companies will face double charges or administrative penalties.
