Technological progress and innovation have prompted the company's product quality, grade, and variety to reach a new level.
Improvements in business mechanisms, systems, ideas, and business management improvements have resulted in significant improvements in economic efficiency. In particular, the import volume of paper and paperboard in 2000 decreased by 8.45% compared with 1999, and the export volume increased by 162.4%. However, the contradiction between China's papermaking production and social consumer demand imbalances has become increasingly prominent. Not only has there been a shortage of total market supply, but the effective demand for structural products has also been insufficient. In particular, the import volume of wood pulp has increased substantially year by year. The progress of structural adjustment in the papermaking industry in China has been slow. Many contradictions and problems have not been solved effectively. The overall quality and level of the entire industry is very different from that of foreign countries. The survival and development of many papermaking companies are still in difficulties. In addition, due to the impact of the international pulp and paper market in the past two years, the domestic market price of pulp has fluctuate, and paper prices have also fluctuate greatly. Many companies have difficulty selling their products, and even some joint venture products have a backlog of products. Some papermaking companies still face serious environmental pollution problems and have a very bad social impact.

In terms of resources, especially water resources, the paper industry has a large amount of water, and China is one of the countries with severe water shortages in the world. Therefore, paper-making enterprises must first pay special attention to water conservation, especially groundwater resources. The water consumption per ton of paper in China's paper mills is as high as 100 meters or more and the comprehensive water consumption per ton of pulp and paper is as high as 300 meters or more. The foreign paper mills' advanced level of water consumption per ton of paper is only 10 to 20 meters 3, even less than 10 meters 3, and the world level of comprehensive water consumption per ton of pulp and paper is 35 to 50 meters. It can be seen that we have great potential for water conservation.
For a long time, a large amount of wastewater from China's papermaking industry has not been recycled and used effectively, and has been arbitrarily discharged, causing serious pollution to the environment. The papermaking industry has become a polluting industry. Although pollution control has made great progress in recent years, the pollution is still quite serious. The foreign papermaking industry has a small amount of water for production, and many of them use wood as raw material for pulping. Waste liquid recovery and treatment technologies are very mature and clean production is achieved. They cultivated a fast-growing and high-yield forest and established a papermaking raw material forest base to develop a modern papermaking industry, which not only ensured the source of papermaking raw materials, but also improved the ecological environment. Under the circumstances of economic globalization, internationalization of the domestic market, and China's imminent accession to the WTO, domestic and foreign market competition will further intensify. Paper-making companies will be subject to certain shocks, suffer heavy pressure and face severe challenges. To do this, we must make preparations and carefully study the countermeasures. I think companies should conduct strategic research on future development. We must face the reality, be market-oriented, carefully study the market, understand the market, and analyze the market.
Further deepen reforms, implement institutional innovations, and accelerate the updating and conversion of mechanisms, systems, and ideas. In order to accelerate the development of the paper industry in our country and increase the production capacity, we must have construction funds. Enterprises need technological transformation and pollution control, but also need funds. In the past, many listed construction projects were not successfully implemented due to shortage of funds or failure to implement funds. Many companies have insufficient own funds and poor fund-raising capabilities. They cannot make technological innovations and make enterprises in trouble. Therefore, the shortage of funds is the key to restricting the development of China's paper industry. The relevant department estimates show that according to the market consumption demand, by 2015, the paper industry needs to invest about 500 billion yuan. How to solve such huge amounts of money is a big issue that must be carefully studied and solved in future development. Of course, it is impossible to rely entirely on state investment in the past. Now, direct financing for the capital market has become the main method that companies can choose. The way in which leading companies are listed for raising funds is also effective. We should strive to diversify the investment body, diversify the capital structure, and channel sources of funds. By adjusting the investment structure of the papermaking industry, we must resolve the shortage of funds in the paper industry as soon as possible. The development of the paper industry has a bearing on the overall situation of the growth of the national economy. The State should consider increasing the necessary investment, formulating preferential policies, or drawing up certain funds for the paper industry development fund, and earmarking for some major projects, or the paper industry.
